[R-390] Survey to Consider Moving R-390 Mail List to Groups.IO

Very good thought. If/when we move we should make an effort to ensure any
R-390() related sites have a link.
Also, I strongly believe that the forum should be publicly viewable so
search engines will find it. Only members can post but anyone can read the
archives, just like now.
Groups.io also have a private mode where only members can read the archives
but that seems counterproductive for us.
