I can answer those two questions:
1_ Yes, every user needs to register to the new group.
2_ They need to configure their account (default posting signature, forwarding mode of postings, etc.)

Administrators needs to configure the whole group privileges (like the exclusion of attached pictures) to save -or not- disk space that cost $ past a given used size.
All being a matter of choice.

Jerry, Do the individual users also need to re register after the move to groupsio?  Is there anything else that the individual users need to do?  Besides learn how it works.
