If it works above 8 mhz then probably not the pto (V801) or 2nd mixer 
since it is the same for all segments, 8 and below switch issues since 
another converter is inserted containing more ,crystals see TM-11-58 
(1954) pg 49-50 ( pg 62 in pdf) fig 25 for the block dia and pg 57 (pdf 
pg 69-70) section 57 for description.
this functions similar to R390s
triple conversion 8 and down, double 9 up which bypasses this 
converter/mixer using the 2nd mixer and pto
i think you have a switch issue- mechanical,-could be alignment of 
contacts / dirt/ contact tension, etc....depending on the mechanical 
could be in the second mixer contacts/alignment again physical
