[R-390] How to tighten bushings for KC and MC shafts

Is there a tool and/or procedure specified for tightening the panel
bushings for the KC and MC knobs?  It appears the bushings were
designed to use a spanner wrench of sorts to keep the bushing from
rotating while tightening the nut.  I could probably fashion something
from a small pipe but before I go to that trouble, I thought I'd ask
if there was something else better.
