[R-390] BFO alignment

Absolute BFO accuracy is not a requirement in MIL-R-13947B so evidently the Signal Corps did not think that it was necessary.  Paragraph 3.13.36 calls for a beat note frequency of 2.4 to 3.6 kc when the BFO knob is at 3.  The R-390 was designed for CW not SSB so being able to tailor the CW note was helpful for the operator.
