[R-390] R-390A Carrier Level Meter Low and non-linear deflection

I've been working on my Carrier Level (CL) Meter operation and it's very
good now, except for one little thing.   The readings are about 2 db higher
on the bands above 8 MH.  I've verified that the first mixer, its
oscillator and the first variable IF are all working correctly.  I've tried
6 different 6C4's and two different 6AK5's and still no difference.  The
voltages on the mixer are very good and the oscillator output is very
good.  I've also verified that the output on the second crystal oscillator
is good.  My CL readings below 8 MH are: 20db, 41 db, 61 db  83 db and 100
db for balanced antenna inputs of: 10 uv, 100 uv, 1 mv, 10 mv and 100 mv.
I've checked all 8 bands below 8 MH and 8 above.  There's a
little variation in the readings, but consistent for the most part.  I
assume that the problem is in the first mixer circuit, but I don't see it.

Any suggestions on how to get the above and below 8 MH readings closer to
each other?
