[R-390] R-390 non A 12khz jump

Hi All,
  Well I took the PTO apart and the connections on the capacitors looked suspect, so I resoldered both at each end and cleaned up a few other connections.
Upon startup it was right on frequency and all of the 100KHz markers were where they should be so I didn't mess anything up.

I will watch it and see what it does over the next few days when it is nice and cold.

While I had it all out I also investigated why my line level meter was not working.
 I found that T603 term 2 has 172 volts on it and term one has 2 volts, sigh...
