[R-390] Are R-390A Drawings Stored Somewhere?

Hi Bob -
The breakdown into categories was just the way Signal Corps put drawings
into directories of 100. Tom added a rough descriptor to each directory.
I now have a master index here with directory (00, 01, etc.) and file
number - you can use that info to get the right file.

Once I have direct links from that index to each document, retrieval will
be more straightforward.
I will be changing the "-prelim" filenames as I process the titles.
