[R-390] Confusing 'Technical' section on first page of our website

Hi All,  A couple years ago, Al Tirevold (the previous R-390A website
administrator), asked my opinion about the confusing situation on our
website, where some technical documents are listed on the bottom of the
first page displayed in the Technical section on our website and very
similar technical documents are listed in the 'Tutorials' section of the
'References' page.  I agreed with him and suggested the information in the '
Technical' section on the first page be integrated into the 'References'
page.  He agreed.

I've started the process by removing the non-technical items from the
'Technical'
section and putting them in a new section ('Non-Technical') on the first
page at the bottom.  I have also copied the technical items from the
'Technical'
section to a new 'Technical' section on the 'References' page.  I plan to
delete the old 'Technical' section on the bottom of the first page in a few
months.
