[R-390] Attachments Reactivated and Moving to GROUPS.IO.

I refreshed the admin content filtering settings, and it seems pdf and jpg
are now working. However, all attachments are "scrubbed" from the archive
but if you scroll down to the bottom of the message you will find a link to
a different URL where attachments are stored in a different, non-titled,
file structure that can be retrieved. I see some going back to 2008. I
just added bmp and gif images as well for future use.
As Larry pointed out there is a crude search tool at
http://www.w9wze.net/ReflectorSearch/SearchReflectorForm.php which can do
simple keyword searches by author or title words but not within the message
body content.
I only received a handful of replies to my original 'Moving' query so for
the time being we will stay with the current list server, and I encourage
everyone to try to use the attachment features.

Not sure why jpg images were not going through. Don had content filtering
set to allow several file types as permissible attachments, e.g., pdf and
jpg. I sent out a test and nothing went through so I wiped out the old
settings and set them up anew and it seems to work !!
Now I need to check if the attachments will be archived with the email
content.
