[R-390] General history on our website updated

I changed the history links in the History section on the first page on our
website, r-390a.net.  The first entry still points to our 'history page',
the second to the history on 'radio boulevard', and the new third entry to Luca
Fusari's website
<http://lucafusari.altervista.org/page9/AmericanRadio.html> (it
was in our 'history page' at the top in the General section.

I also changed our 'history page' so that the General section points to Ray
Osterwald's write up on Norm Drechsel's website,
http://www.wa3key.com/r-389.pdf (the 'Part 1' section is the history).
