[R-390] SAQ test

Here's another chance for you to fire up your R-389 and string out your
Beverage antenna to try hearing the LF transmissions of SAQ Oct 22 and 24.

On air testing on the 22nd, 1100UTC to 1400UTC and the ceremonial "message"
broadcast 1425UTC on the 24th.

This year they have added youtube livestreaming of the message broadcast.

17.2 KC.  I've used a Palomar LF converter with a R-390A but have never
been able to copy SAQ from my QTH.  East coast guys have a better chance.
