[R-390] R-390A measurement before switch on

Dear friends and Collins Experts,

Some good News!

Last Monday I had bought an Amelco R390-A  for  a very good price as it was
not working, with many years stored.

The Amelco  R390 A was cleaned  inside and seems complete, I had changed
the old worn power cord.

 But the 2 wire of the mains supply are  measuring only 4 ohms, and the
transformer is connected to 127 vca mains supply, so I would like to know
if is it correct before I connect it to mains 127vca:

is that value correct or the power line filter is defective?

I am printing the TM 11-856A. Pdf manual, is that correct and best suited
for the R-390A?
