[R-390] R390/R390A really "classified?"

The USS Pueblo was probably a planned sacrifice.
Before she left for this mission all destruct charges were removed and
all defensive weapons were removed.
All she had for defense was small arms.
There were two submarines in the area ready to defend the ship but were
ordered to stand down.
Where can I find this report?
With no destruct charges, equipment destruction was minimal.
To the best of my knowledge the R-390 and R-390A were not classified.
Some of their uses might have been.
These receivers saw a lot of different uses.
Some by intercept operators, some for DF and NASA used some for some of
their missions.
