[R-390] R-390A Effects of oscillators low output levels

I just finished a document about what I found in the formal R-390A
documents and the Pearls about low or high oscillator output on all 3
conversion oscillators.  I also did some testing and measuring about low
output and documented it for you to see.  I think you might be surprised
about what I found.  It's attached.
