[R-390] Panel Refinishing

Hi

If you dig back into the archives, even in government service there were 
radios with “not gray” panels on them. There also were a fairly wide range of
gray-ish colors used. Done properly, there are a *lot* of very cool options ….

Deep blue with yellow lettering …..
