Don, I have found in some of the International Meters those four housing
face screws mentioned in the first paragraph are REVERSE threaded, be 
cautious.

I forgot about buying this kit some few decades ago.  Never used it, likely
never will.
So, I know there are some folks here with meterless R-390s.  This is one
solution, a kit put together by Tom Bowles back in 1997.  I don't know if
he is still around for warranty work :-)
Anyway, I think I paid around $100 for this kit back then.  It's yours for
$100 (no inflation here) and I pay the domestic USA shipping (USPS flat
rate medium box - about $13).

This kit involves some close in manual dexterity to open up meters, change
scales, and reassemble, so read the instructions before you hit my buy
button..

The kit includes two used meters, 4 meter scales (2 each black, 2 each
white), hardware for panel mounting, 4 diodes, 2 page instruction sheet.
