Hi Peter,  When the relay is not activated (power not applied to it), it connects the antenna to the RF amp input.  So, if the relay is not getting power or the coil is open, it would work as it should in the agc and man positions and receive signals.  So, it sounds like it is stuck in the activated position (stndby and cal), but you aren't getting the cal signal.  You should get the cal signal in either case.
I'd see if you can manually operate the relay armature.
