[R-390] WWV shut down. Alternate calibration methods

GPS is much higher frequency, and the signal is something like 168 Db below
the noise level. It is only with the magic of computers and software that
the GPS signal is copied and decoded.. Of course every pass over Ft Collins
every satellite is updated, and part of that update is the time signal that
drives WWV.
