[R-390] NON A service docs

Les,

I did as you suggested and Googled "R390/URR Non-A", and got 1,440 
hits. So, maybe the government didn't buy any "R390/URR Non-A" 
receivers, but 1,440 sites believe that they exist ;^)  Quite 
simply, this is how language evolves.
