[R-390] Fowler R-390A on eBay

So I know a little about the Fowler builds during the Reagan
administration. I believe Fowler was in Port Jervis, NY. I just don't
understand where they got parts like the PTO and the mechanical filters.
They couldn't have made them from scratch---any history here?
