Hi

Simple answer on the PTO’s is that they didn’t stay in spec forever and ever. Buying new ones was a lower cost
alternative to reworking them in the field or even at the depot level. 20+ years after they built the last one, the assembly 
girls at Motorola still had nasty things to say about setting up PTO’s …..
