I believe Tom posted the text of the article on this list some time ago. 
  You can find it by searching the archives.  It is also reprinted in 
the later revisions of the Y2K manual.

The original article, from Electric Radio #97 (May 1997), also contained 
at least one circuit diagram, which you probably also want.  A reprint 
of the issue is available from ER:
