[R-390] Slow AGC

Following recommendations from this list I checked C551 as the possible culprit for the lack of AGC in the slow position of the R390A. The capacitor measured 3uF instead of 2uF and it showed a resistance of 2 megohms. Replacement resulted in a fully functional AGC so this is the first thing to look at when the AGC does no work in slow.
