[R-390] R-390 (not A) transformer

Hello All,

I am working on an R-390 (not A).  Could someone tell me the DC 
resistance of the transformer primaries?
The radio blows the AC fuse and I am worried that it might be the 
transformer.
With the transformer disconnected, I read 1.7 Ohms between terminals 1 
and 2, and 1.2 Ohms between 3, and 4.
