[R-390] Test Post

*Testing proposed message size limits and content filter changes.*

There has been some impetus and discussion with a few other qth.net
maillist managers to allow an occasional, small, topic related image to be
attached to a posting.  We can try that out over the year end holidays on
the R-390 list to see if it causes any problems or static, or if the added
administrative hassle is worth it.  Permitted message size has been
doubled, and small jpg or png attachments allowed.

The preferred way to point to more than a convenience photo is to upload
your images to one of the many photo or album sharing sites and then
provide a direct link to that storage location.   The advantage to that is
an image file attachment, regardless of size, does not have to be sent 600
times - which conserves bandwidth for the server and those users who may be
on limited data plans.

Remember, this is only test.

The attached image is 131K, which for a jpeg is about 1024x800 with
compression.  The actual text of your message plus the attachment must be
less than the total size limit of approx. 210K.
