[R-390] Ten Turn mechinism question

I am putting my R-390A RF gears back together and have had no problem until I put the front plate in place. The Mc side is kind of sloppy and the gear on the Mc shaft will not stay engaged. I looked closely and counted the leaves (or what ever you call them) in the ten turn mechanisms. I have 10 leaves on the Mc one and 11 leaves on the Kc one. Did I get them mixed up? Am I missing one? I was pretty careful about not losing any parts. If I am missing one it was gone before I started.
Any advice would be welcome.
