[R-390] Second LO and bad xtals

Hi

I would add to the list:

1) Somebody dropped the radio
2) Somebody repaired the radio with crystals that were not properly manufactured for the radio

Of the two, I’d beet on number 2. Usually in a drop case, the crystals are all “don’t oscillate”.
