Well, it's supposed to be, but are you absolutely positive it really
is, electrically (not just "looks like")? C603B not doing its job is
inconsistent with the Motorola AF deck not curing the problem when it
is installed in the Amelco radio. C603 may not be doing its job, but
if your observation that swapping in the Motorola AF deck does not
cure the problem is correct (i.e., repeatable), then it is not
because the capacitor or the capacitor connections internal to the
Amelco AF module are bad. Which leaves bad grounding (most likely,
of the AF module or the front panel) as the apparent culprit.

OK, I'm done. Proceeding in an orderly, logical way is how you avoid
wasting a lot of your (and our) time and effort.
