When someone says, "green chiclet capacitor," these are what I think of:

Is that what we're talking about?  The ones I've opened were 
metallized polyester caps.  '50s and '60s transistor radios, and the 
low-level sections of '60s and '70s stereo gear from Japan, are 
absolutely full of them.  I don't believe I've ever seen one that 
pretended to be rated for more than 100v, but there may be some.  I 
certainly wouldn't trust them in tube equipment, regardless of the 
claimed voltage rating.
