The BB-gun is still considered a gun. Use of the BB-gun becomes assault with a firearm.

Hurt the owner of the dog, it's a misdemeanor assault thing on another person. Hurt a poor defenseless dog your on page one as a heartless cruel monster.

So, administer a good butt kicking to the owner and no-one will care.

The BB gun is simply a waste of a BB.  Either a 2 x 4 or a 4 x 4 would 
be appropriate to apply to the owner.

You'll most likely break either of those boards, BUT you will have some 
moment of attention from the target of the lumber.

Cranial density is always an issue!
