If you can determine the owner, call the cops. A few visits from the police
(who have much better things to do), should fix the problem. Any luck, he
or she will be smoking weed when they knock at the door.
Otherwise, if it's a threat, charging you, etc, shoot to kill, preferably
on security camera. Do be careful of the local law enforcement climate. If
it's an animal is an imminent threat where I live, you get an award for
taking care of the problem. Not sure about where you are.
