When the filters start deteriorating, it wreaks havoc with the AGC too.  Check everything else before you conclude that though.  I think the only good way to test for the filters is to pull them out and check for leakage.  But like I say, that will be the last thing to check.  I have one I'm rebuilding the filters becasue it's messed up the AGC action, much like you are experiencing only worse.
