<This is a long shot.  Does the name "Mr. Kanda" mean anything to one of you 
R390 people out there?  This is a pertinent question.

The name doesn't mean anything to me, but my curiosity got the better of me. 
After googling various combination of his name and R390 I found this website for 
service members that served at Kamiseya Japan:

The only reference for him is that he was a Japanese national that worked in the 
receiver repair shop in the late 1960s. Coulf this be the Mr. Kanda you're 
searching for?
