Yes, the disc on the end of the zero adjust knob SHOULD turn.
The clutch is what should NOT turn freely.
They are two separate entities.
The zero adjust plate pushes on the clutch to allow movement of the PTO
*without* moving the geartrain.
That's why the Veeder root counter does NOT move when making a zero
adjustment.
