[R-390] R-390/URR Completely dead!

I've been working on my EAC R-390A lately, an have it to a point where  
I believe it's now superior to my Yeasu FT-1000MP. I am not ready to  
put the R-390A into service, but I wanted the pleasure of putting away  
the Yeasu.

Instead, I pulled my old Collins R-390/URR (Not A) off the shelf and  
hooked it up to mains. I started it up in standby. All went well for a  
few seconds, then I heard crackling noise and it went dead. I checked  
the fuses, they were all ok. I then pulled it from the cabinet and  
looked for problems. I think I have it isolated to the power line  
filter. This is a Sprague Type 97JX56 2X4 Amp 260VAC filter. Going  
into it I have 128VAC. There are four contacts coming out. These are  
labeled A, B, D & Ground

A to Ground is about 20VAC.

A to D is about 20VAC

D to Ground is about 2VAC

A to B is about 0 VAC

By the looks of it, this part is toasted.

It seems like I have seen a thread or 2 on upgrading the line filter.  
This may be a good time to do it.

What do you folks recommend?
