In 1969, the Defense Technical Information Center published a report 
on a digital readout that monitors the 390A's local oscillators to 
provide a claimed accuracy of 20 Hz.  I once had a copy, but it has 
gone missing.  Google has it listed, but not available for download:

I do not know if this is the same doc that Jeff has.  It is possible 
that one could obtain it by submitting a FOIA request to DTIC.
