[R-390] Cap Testing

Fellows,

Worry not what is in your R390 or R390/A. It can all be fixed and returned to service.
It can be done with a pair (you want to use them both at once) of mulitmeters and a signal generator.

The flavor types and calibration are not important.

All R390/A's were not built equal but they all are of a minimum standard that can be brought
back to good performance.

If they had just spent the extra 2 cents and used some thing better than those cheap
brown plastic things passed off as caps.
