Dan,

I remember someone posting that the glob of solder holds that lead  
into a tube that was used during manufacture to put in or take out the  
oil which forms part of the dielectric.

I've remembered this without searching my notes files here, and others  
may well be more sure of it than I am.  I suggest you try to unsolder  
one of the caps and see what you discover.
