[R-390] Regional distribution of members

It looks like we have the northern hemisphere at least partially
covered, but (like the congressman asked w/r/t stationing another 30000
on Guam): Since there is not a very similar counterweight in the
southern hemisphere isn't there a serious risk that the earth will
capsize -- tumble north to south and south to north due to the heavy
loading in the north? ROTFL
