The noise of the downconverter and preamp will totally dominate the 
noise figure of the system, so you won't be able to tell the 
difference between the 390A and a receiver with 10 dB less 
sensitivity and/or 10 dB more noise.  Which is not to say it's not 
reasonable to use the 390A in this application, just that any benefit 
it has in dynamic range or SNR will not be apparent through the 
preamp and downconverter.

If you are not hearing with another, decent HF receiver and your 
preamp and converter are working properly, you need more antenna 
and/or better aim, not a more sensitive HF Rx.  (Note: one ALWAYS 
needs more antenna for EME work.)
