[R-390] R390A Turns Counter BFO option?

It would seem that *SOMEWHERE* there is a *documented* modification for 
the turns counter that gives the "expanded" BFO range.

I have mental reservations with *this* described method.

I doubt Uncle Sam took *this* route to achieve the desired result.
