You will no doubt receive a variety of opinions on this.  The line 
filter uses rather larger capacitors from each side of the line to 
chassis than is permitted these days, so the chassis sits at 1/2 line 
potential relative to ground and can deliver enough current to ground 
to tingle real good.  If you ground the chassis at an outlet 
protected by a GFI, it will trip from the hefty ground current.

You can rebuild the existing filter, using much smaller caps (.001 uF 
or so, rated for "Y" duty).  Preferably, in my view, you can replace 
the filter with a modern common-mode line filter of the sort made by 
Corcom, Tyco, and others.  If you go this way, you can use a "line 
input module" and a removable IEC power cord, but you'll have to do 
some adapting.

Or, least work of all, just remove the filter entirely (or, if 
cosmetics are important, "rebuild" it using wires straight 
through).  You will never know the difference, unless you have a 
high-power radar installation or a factory with lots of 100 
horsepower motors next door (and if either is the case, some noise 
getting into your 390 is the least of your worries).
