Axial film-and-foils are very hard to find, apart from very expensive
specialty caps. Almost all run-of-the-mill axials are metallized
film -- you would be better off leaving the paper caps in it.

Sure they do. Sprague was acquired by Vishay (one of the most
respected names in electronic components), so they are now sometimes
called Vishay or Vishay-Sprague.
But why use film caps for bypass applications, anyway? Disk ceramics
are superior in every way. You only need film caps for audio and IF
coupling, audio filtering, and the AGC filters.
