Here's one more tidbit for consideration- an ad I clipped from an old  QST:
 
W2KUW Ted Dames Company
offering "R-390A excellent overhauled  $595"
           "R-390A  Factory new sealed box (3 only)  $1150"
 
So he did sell some as new.
