Not entirely true, the fifth & sixth figures are the code of the National
Codification Bureau (NCB) that allocated the seven-digit part number that
follows it (digits 7 - 13 of the NSN).
While 00 certainly indicates that the NCB of the USA coded it, such a part
could have actually been made anywhere, and provided that the part meets the
specification, it can carry the NSN to identify it.
