I've lost track of who brought up leakage, but the 8640B specs say:

"Leakage: (With all unused outputs terminated properly.)  Leakage 
limits are below those specified in MIL-I-6181D.  Furthermore, less 
than 3 uV is induced in a 2-turn, 1-inch diameter loop 1 inch away 
from any surface and measured into a 50 ohm receiver.  This permits 
sensitivity measurements to at least < 0.03 uV in a shielded system."

For reference, 3 uV is about S5 on a receiver with a 50 ohm input 
(and a calibrated S-meter, which most aren't).  That MIL spec has 
been superseded by MIL-STD-461:

The 8640B is not exactly Tempest-certifiable, but very 
respectable.  If all outputs are properly terminated and you can hear 
it on a radio, the antenna of which doesn't come any closer than 6' 
to the 8640B, it's not working to spec.
