[R-390] HP 8640B Question

Nope...

The display should show the current frequency being generated.....if it's 
all zero's I would say there is a problem.  Mine comes up cold on whatever 
frequency I left it on plus or minus the warm-up drift.  If the lock button 
is depressed it will go straight to a flashing display indicating it is out 
of lock which is common while warming up.  Even then it's not all zeros.
