There is no reason that encoders, or most digital circuitry, for that
matter, must cause spurious emissions -- that is a matter of careful
design. I have a number of digital synthesizers and DSP projects,
the spurious emissions from which are below the noise floor of all of
my receivers. In digital complexity/noise potential, some of these
circuits rank up there with fully-spec'd four-processor PCs.
I'm not recommending encoders or other digital solutions, just saying
that the potential for generating spurious emissions can (and should)
be handled in the design.
