[R-390] USPS info (What a screw up and a rip off !!!)

I can understand being upset with with PayPal but not sure I would be mad at 
the Post Office.  They could very well have delivered it and the fellow lie 
about receiving it.  It came down to the Postal Service's word against the 
buyer and PayPal took the side of the buyer and left you out in the cold. 
That part does indeed stink.
